No, the other parent does NOT have to register in order for you to use SupportPay.

SupportPay works best when BOTH parent register, but, you can still use SupportPay without the other parent for record keeping of child support, alimony & child-related expenses including medical, education, child care, extracurricular activities or any other expenses that are incurred when raising a child.
